To comprehensively advance the adoption and integration of Artificial Intelligence (AI) in Vocational and Professional Education and Training (VPET), the Vocational Training Council (VTC) has proposed the Strategic Initiative on AI (SIAI) for the academic years 2026/2027 to 2028/2029, with preparation work commencing 2025/26. A key component of this initiative is equipping teaching and instructing staff with the necessary competencies to harness AI effectively in education. Mandatory training for teaching and instructing staff is essential to ensure they can confidently integrate AI-powered tools into their teaching practices. Titled as the “Artificial Intelligence for Teachers Programme” (AITP), this programme will empower educators to integrate AI tools effectively — enhancing efficiency across pre-class preparation, in-class delivery, and post-class assessment — while fostering innovative, AI-enhanced learning experiences for students.
Intended Learning Outcomes
On completion of the Programme, participants are expected to be able to: - apply fundamental AI and GenAI knowledge, including core concepts, capabilities, applications and emerging trends, to enhance teaching and learning across comprehensive VPET scenarios; - analyse the technological strengths, limitations and pedagogical implications of integrating AI tools and techniques into teaching and learning practices; - demonstrate proficiency in leveraging GenAI to enhance curriculum design, teaching material development and assessment practices while maintaining pedagogical standards; - implement AI integration practices in teaching and learning responsibly by following relevant policies, ethical guidelines and frameworks, while safeguarding academic integrity; and - evaluate the effectiveness of integrating AI-powered technologies in improving student learning outcomes and the overall teaching and learning experience.
About
The Introduction to Teaching Programme (ITP) is offered by the Centre for Learning and Teaching (CLT). This 28-hour introduction Programme is intended to equip new teachers with the knowledge, skills and attitudes to become professional teachers in VTC, so that they will be able to effectively facilitate student learning and reflect on their teaching practices for continuous betterment.
Intended Learning Outcomes
On completion of the Programme, participants are expected to be able to: - describe the mission and vision, structure, learning and teaching culture as well as students' characteristics in the VTC; - adopt learning and teaching activities and assessment methods that are aligned with the intended learning outcomes; - facilitate students’ digital learning by employing learning management platforms and Digital Learning and Teaching (DLT) strategies; - motivate and manage students for effective learning and teaching; - suggest appropriate strategies and support to cater for students' mental health and diverse learning needs; and - reflect upon one's philosophy of education as part of the professional development.

With a rapidly changing environment in Vocational and Professional Education and Training (VPET) and new initiatives in learning and teaching in the Vocational Training Council (VTC), the Centre for Learning and Teaching (CLT) offers this 15-hour Advanced Teaching Programme in Vocational and Professional Education and Training (ATP). It is intended to develop an advanced understanding of pedagogical knowledge and latest development in the VPET, to enhance teachers' competency in applying innovative pedagogies and technologies, and to equip teachers with knowledge, skills and attitude needed in supporting an inclusive education setting as well as fostering learning in the workplace environments.
Intended Learning Outcomes
On completion of the Programme, participants are expected to be able to: - describe worldwide developments in the VPET and current learning and teaching initiatives in the VTC; - devise appropriate pedagogical strategies in the VPET classrooms and workplace learning environment; - supporting students with diverse and special learning needs; and - reflect upon one's teaching practice in the VPET as part of professional development.

VTC strives to offer vocational and professional education and training programmes that meet learners' diverse interests and societal expectations. In promoting quality enhancement specifically in the area of programme leadership, the Centre for Learning and Teaching (CLT) offers a structured programme: Enhancing Programme Leadership Programme (EPLP). Following the VTC Quality Enhancement (QE) Gold Standards, this 9-hour Programme is intended to equip participants with enhanced skills, practical knowledge, and positive attitudes for a wide range of academic and administrative duties.
Intended Learning Outcomes
On completion of the Programme, participants are expected to be able to: - develop a solid framework in programme design, management and review; - devise appropriate strategies to offer necessary support to students, execute effective staff management, and engage external stakeholders for the betterment of student learning; - incorporate quality assurance and enhancement mechanisms in programme leadership; and - develop a network across programmes and operational units for exchange and collaboration.

The Part-time Teacher Induction Programme (PTIP) is offered by the Centre for Learning and Teaching (CLT). This 8-hour Programme is intended to equip part-time teaching and instructing staff with essential skills, knowledge and attitudes in teaching in the VTC context, so that they will be able to effectively facilitate student learning of diverse learning styles and needs.
Intended Learning Outcomes
On completion of the Programme, participants are expected to be able to: - describe the mission and vision, structure, learning and teaching culture as well as students' characteristics in VTC; - recognise characteristics of diverse learners and their learning styles; - adopt learning and teaching activities and assessment methods that are aligned with the intended learning outcomes; - facilitate students' digital learning by employing learning management platform and Digital Learning and Teaching (DLT) strategies; and - employ appropriate strategies to manage the learning environment for learners in the VTC context.

This 3-hour programme aims at providing new SHAPE teaching staff with a better understanding of the educational approach and issues related to learning and teaching of VTC’s collaborative programmes.
Intended Learning Outcomes
Upon completion of the programme, participants will be able to: - describe the implications of OBTL and HKQF to learning and teaching; - identify suitable teaching practices to motivate and enhance student learning; and - employ strategies and technology to enhance teaching effectiveness
